Linguistic Mystic has a very good overview of the IPA Keyboard Entry mechanism. It’s for MacOS X, but the same basic thing can be accomplished on Windows, just with a few more reboots and without system-wide availability and with that awful sinking feeling that accompanies any Windows installation.
